Maintenance Release

This latest update includes fixing REST API notices check and Events REST API respects the individual post-access restrictions.

As always, we recommend testing updates on a staging site first, but it should all be smooth sailing.

Bugs squashed in this release:

Ensure REST API notice only checks on Events admin pages and once every 48 hours regardless of transients rules.
Ensure the Events REST API respects the individual post-access restrictions.
